 Keep Actually, hybrid flags (half of one country on one side and half of the other country on the other side) are generally considered within scope, since they have a number of legitimate uses, such as UK-Norway relations, Norwegians with UK connections, Britons with Norway connections, etc. This goes a little beyond the most basic (heraldically "dimidiated") hybrid format, but it's not really any stranger than File:English language - United States, Canada and the United Kingdom.svg etc... Out of COM:SCOPE user-generated flag; violation of COM:NOTHOST, COM:SELFIE, COM:EV. A realistic educational purpose is a policy requirement for all Commons files. All files with no such purpose must be deleted: "Wikimedia Commons is not your personal free web host". As a hybrid flag image representing Britain and Norway it is useless; reversing the colours on one half of a Union Jack does not mean "Norway" to anyone. Seconded. Messing about with the colours of one flag does not a hybrid flag make. It could easily be replaced with a suitable hybrid image if required, but this file is unused so such a need is at present hypothetical. GPinkerton (talk) 20:23, 22 August 2021 (UTC)[reply]
